April is Heartworm Awareness Month. A time to raise awareness about a serious but preventable disease affecting pets across the country. At the Charlottesville-Albemarle SPCA, we’re proud to partner with Mosquito Joe to help protect pets from the number one source of heartworm transmission: mosquitoes.

What Is Heartworm Disease?

Heartworm disease is caused by parasitic worms that live in a pet’s heart, lungs, and blood vessels.
Over time, it can lead to:

Severe lung disease
Heart failure
Long-term organ damage

The good news? It’s highly preventable.

How Pets Get Heartworms

Heartworms spread through mosquito bites. When an infected mosquito bites a pet, larvae enter the bloodstream and develop into adult worms over several months. That’s why mosquito control is a critical part of prevention, and where our partnership with Mosquito Joe plays an important role.

Integrating an Adult Dog Into a Home with Children

Bringing home an adult dog is exciting—and with a little preparation, you can help ensure a smooth, safe, and happy transition for everyone.

This guide outlines what to expect during the first days, weeks, and months together. Adult dogs bring maturity, personality, and the ability to form strong, lasting bonds with children. With supervision, consistency, and patience, your new family member will settle in and thrive.

Before the dog comes home

Important Reminder for all family members: Your new dog will need time to adjust to their new home. Toys, treats, pets, walks, cuddles, and out-of-kennel time were all restricted when in a shelter environment. Imagine being on a strict diet for weeks, and then you are let into a buffet with all your favorite foods. That would be really exciting! You might go a little overboard, you might try to stuff as much on your plate as possible. You might be completely overwhelmed and not know where to start.

Remember, your new dog friend needs ample time to adjust, and rules and boundaries should be established early. Even if these new rules seem a bit strict, please remember that it is already so much better than a kennel at the shelter. Start your new journey on the right paw!

the first day home

Keep the home calm during arrival—no rushing, crowding, or loud greetings. Let the dog explore at their own pace. On day one, it’s best for the dog to stay out of children’s bedrooms and off furniture while they adjust to the new environment.

Introduce children one at a time. Show them how to offer a hand to sniff and how to give gentle strokes on the shoulder or chest. The dog should not be allowed to sit or stand between an adult and a child during early days.

Help children learn basic dog body language. Signs like lip licking, yawning, trembling, whale eye, sudden stillness, or trying to walk away all mean the dog needs space—and the dog should always be allowed to opt out of interaction.

Begin establishing a routine immediately. Predictable feeding times, potty breaks, walks, play, and quiet hours help the dog feel secure.

The first weeks (1-4)

Expect an adjustment period. Adult dogs often arrive with unknown histories and may be shy, overly excited, test boundaries, or become attached to one particular family member. They may guard food, bones, toys, or furniture—items that can feel especially high-value after shelter life.

Other normal behaviors include occasional accidents, being startled by loud or fast-moving children, or confusion about which items belong to them. These issues typically improve with patience, structure, and consistent expectations.

Use management tools such as baby gates, leashes during early interactions, and a covered crate or playpen to give structure and prevent accidental conflicts.

Set up a feeding plan by placing the dog’s food and water in a quiet, low-traffic location. Children should never take food, bones, or toys from the dog. Giving items is fine, but do it by having the dog “wait” or “sit” and by not allowing the dog to take things directly from a child’s hands.

common CHALLENGES (& how to respond)

Growling is communication—not misbehavior. If it happens, end the interaction calmly and give the dog space. Look for what triggered the response and adjust your approach.

Accidents can happen as the dog adjusts. Keep a schedule, reward outdoor potty breaks, and avoid punishment. Punishment creates fear and does not help the dog learn.

Overexcitement around kids is common. Keep interactions short and supervised, redirect the dog with toys when needed, and reward moments of calm behavior.

when to ask for help

Seek a professional trainer or behavior specialist if you notice escalating resource guarding, persistent fearfulness, snapping or biting, or trouble adapting to routine. Early support makes a big difference.

Fighting Pet Hunger Together

Before we can grow, we must be fed. This most basic of needs is universal and ubiquitous amongst all life; as humans, we break bread for many reasons — but first, we do it to survive. When survival is at stake, we put family first, and for most pet-owners, that includes pets; according to PetSmart Charities, 83% of pet parents struggling with food costs would skip their own meals before letting their pets go hungry. CASPCA’s mission revolves around these truths: that pets don’t exist “in a vacuum”, and that they are inextricable from the people who love them. To help pets is to help people. This is why we started our Pet Food Pantry program, and why we continue to invest in its success and expansion year after year.

A Growing Gap Between Need and Access

Hunger is a symptom: a product of systems under strain — and the gap between need and available support is widening. In a July poll from No Kid Hungry , 51% of Virginia households earning between $47,000 and $97,000 reported going into debt to afford groceries, and 49% of families utilized a food program such as SNAP throughout the year. With the continued government shutdown threatening access to these crucial food programs—and with that 83% who would skip their own meals first in mind—the need for supplemental food assistance for both people and pets couldn’t be more immediate. In response, CASPCA’s Pet Food Pantry strives to remove barriers to assistance: we utilize a simple online application, are accessible by public transit, and require no proof of public assistance. As the needs of our community rise, however, the pantry’s need for support rises alongside them.

“Walking into the pantry and seeing empty shelves is hard, because it means that people in our community are having to choose between feeding themselves or feeding their pets,” says Delaney Jooris, CASPCA Community Programs Manager. “We’ll see large influxes of food after an ask or around the holidays, but you’d be surprised by how quickly the shelves empty. We know how difficult it can be to ask for help in times of crisis, and we want to make sure that when people find the courage to ask, help is there for them.”

Transforming Generosity into Long-Term Support Systems

Pet hunger in our community is not an unsolvable problem, nor a reality we are willing to accept. With the help of an anonymous donor, our pet food pantry will be rebranding and expanding in 2026 — in recognition of the challenges faced by families across Virginia, and in loving memory of Junior, a tuxedo cat who was himself adopted from the CASPCA. Junior “lived for food, had the figure to show for it, and was determined to someday pull off a heist of the Friskies factory”. The donor wishes to give back to the both the organization that brought Junior into their family, and give back to the community in a way that honors the happiness that Junior brought to his family every single day of his life: the joy, laughter, and comfort that every pet brings to their respective homes as integral members of their families.

The Pet Food Pantry is largely sustained by “in kind” cat and dog food donations from community members and businesses. Physical donations are accepted at the shelter 7 days a week, and our Amazon and Chewy wish lists are always full of needed items. Monetary contributions to our Pet Food Pantry Fund are tax deductible, and are specifically set aside for purchasing cat and dog food when pantry supplies run low.

For the second year in a row , CASPCA is partnering with local businesses to spread compassion through our annual Giving Tree program. Customers can select an ornament, make a contribution, and help fill bowls and hearts across our community. Trees with ornaments will also be up in the SPCA shelter lobby and at the SPCA Rummage Store starting November 28th.

Choosing the Right Materials

Lumber

Lumber is the backbone of your structure. Cedar and redwood are excellent choices since they’re naturally rot-resistant, insect-proof, and weather-protected, lasting 25+ years with little upkeep. Pressure-treated lumber is a cheaper alternative, also resistant to rot, weather and insects, but this lumber is treated with toxic chemicals. If you go this route, seal the wood with a pet-safe sealant to protect your cat from the harmful chemicals.

Roofing

Roofing depends on your climate and your cat’s needs.

Polycarbonate panels (clear or tinted) let in sunlight while filtering harmful UV rays. Perfect for sun-loving cats, but less ideal in heavy weather like snow, rain, or hail.
Corrugated metal roofing offers the strongest protection and keeps things shaded in hot climates. However, it blocks all sunlight and can be noisy in storms, which may scare shy cats or disturb you at night if built near a bedroom.

Screening is the most essential as it keeps your cat secure and wildlife out. Most professional catio companies recommend:

PVC-coated 1x1 wire mesh — chew-resistant, rust-resistant, and strong enough to withstand predators.
Double-screening in snake-prone or buggy areas — layer a pet-safe window screen under the mesh for added protection.

Flooring should balance safety and comfort. Building on a deck or building a deck base for the catio prevents predators from digging underneath. Grass is another option, but to ensure safety it requires burying lumber 2–4 feet deep as a barrier to keep predators from digging their way inside, which adds cost and time requiring you to check for underground utilities.

Fasteners and screws may seem minor, but they make a big difference. Use exterior-grade galvanized or stainless steel screws that resist rust. Avoid staples, they don’t provide enough long-term security.

By choosing the right materials from the start, you’ll ensure your catio is safe, durable, and a place your cat will enjoy for years to come.

Plan Your Design: Measure your space and sketch a simple layout. Think about the size, entry point, and whether you’ll include shelves or perches for climbing.

Goats, Growth, and a Greener Future at CASPCA

At CASPCA, we’re used to being the ones helping animals. This week, a group of four-legged landscapers returned the favor, eating their way through a big project for us!

These natural born landscapers spent several days munching their way through dense, overgrown areas of our six-acre property, helping us prepare the land for an exciting new project: nature-based play parks and walking trails designed to enrich the lives of the animals in our care.

Using goats for land clearing isn’t just fun to watch (though our staff and volunteers will tell you, it is endlessly entertaining) — it’s also a sustainable and environmentally friendly practice. Instead of using heavy machinery or chemicals, our goats safely cleared invasive brush and thorny growth while naturally fertilizing the soil. It’s a low-impact, earth-friendly first step toward maximizing the space we have and creating areas where shelter dogs, staff, volunteers, and visitors can experience the calming benefits of nature.

Sustainability is core to our mission. Just as we are dedicated to improving the lives of companion animals, we are equally committed to protecting the land and wildlife that share our community. Our campus sits in the Piedmont region of Virginia, nestled near the Blue Ridge Mountains, which serve as an important wildlife corridor. This area provides critical pathways for countless species — from pollinators like butterflies and bees to migrating birds and other wildlife — moving between habitats throughout the region.

This project goes beyond building play spaces for shelter dogs. By restoring these overgrown areas with native plants, we’re creating landscapes that serve a dual purpose: providing sensory enrichment for our animals while also strengthening local ecosystems and supporting migrating species who rely on these corridors for survival.

Once the cleared areas have rested, we’ll begin planting native species specifically chosen to support pollinators and the overall health of our land. These plants will also provide sensory stimulation for our shelter dogs, helping reduce stress and encourage natural behaviors like sniffing, exploring, and problem-solving. The result will be vibrant, restorative spaces that benefit all creatures who call our campus home — from the dogs in our care to monarch butterflies passing through on their journey.

This project represents a holistic approach to lifesaving. By combining enrichment for shelter animals with thoughtful land stewardship, we’re not only improving outcomes for the dogs in our kennels but also contributing to the long-term health of our broader ecosystem.

We’re deeply grateful to Goat Busters for kicking off this work in such a sustainable way and to our community of volunteers, donors, and supporters who make projects like this possible. Together, we’re proving that when people, animals, and the natural world thrive side by side, everyone wins.

Our Work Continues, Even as Justice Falls Short

At the Charlottesville-Albemarle SPCA, we believe every animal deserves compassion, protection, and a safe home. A year ago, that belief was put to the test when 81 dogs were rescued from deplorable conditions at Shady Lane Farm in Free Union. The images from that day — dogs matted, neglected, frightened — are still fresh in our minds.

Now, we’ve learned that one of the three men charged in that case, Nathan Yoder, has pleaded guilty to just four misdemeanor counts of animal cruelty. The other two men — Luke Yoder and Maynard Swarey — will not face prosecution at all. None of them will serve jail time.

To Say We’re Disappointed Is an Understatement

We respect the judicial process — but this outcome is a failure of justice. Despite clear evidence to convict all three men on one felony and 24 misdemeanor counts each, a plea deal reduced their punishment to probation and a $15,000 restitution payment to the rescue groups who stepped in.

That figure may sound substantial, but divided among multiple organizations, it amounts to less than $200 per dog — a fraction of the real cost. These animals endured severe neglect and required months of medical treatment and behavioral rehabilitation, often totaling thousands of dollars per animal.

Worse, the penalty does nothing to deter future cruelty. Puppy mills are profit-driven businesses. Let’s do the math — conservatively: 70 breeding females, two litters per year, five puppies per litter equals 810 puppies annually. At $500 per puppy, that’s over $400,000 a year in revenue. A $15,000 fine isn’t punishment — it’s a business write-off.

Most troubling of all, this same facility may still be operating under community members who were never charged. That’s not just disappointing — it’s unacceptable.

What We Saw Firsthand

When the call came last June, CASPCA was one of several groups that responded without hesitation. We welcomed many of the seized dogs into our care, providing emergency treatment, grooming to relieve painful matting, and a calm space to begin healing.

The transformation we witnessed in the following weeks was nothing short of remarkable. Once cowering dogs began to trust again, and found loving homes through our adoption program. Each one had a story — and a name — after years of neglect.

A Community of Compassion

This rescue effort was made possible by collaboration. We are deeply grateful to Dogs Deserve Better Blue Ridge, Green Dogs Unleashed, Sanctuary Rescue, For The Love of Poodles, Oldies but Goodies, Rad Rescue, Louisa County Animal Shelter, Orange County Animal Control , and the incredible volunteer veterinarians who came forward.

In just 24 hours, all 81 dogs were safe. That’s what a compassionate, coordinated community looks like.

Moving Forward, We Must Do Better

While the dogs now have a future, this case is a sobering reminder of how far our legal system still has to go. We must continue to advocate for stronger animal cruelty laws, stricter oversight of breeders, and sentencing that reflects the gravity of abuse.

At CASPCA, we are aggressively pursuing legislation and policy changes that protect animals and prevent cruelty. But plea deals like the one reached in this case — deals that reduce felonies to misdemeanors and eliminate jail time entirely — undermine those efforts. They send a message that animal cruelty can be negotiated away, that the suffering of dozens of animals can be met with a fine and a promise not to do it again.

As an animal welfare organization, we often shoulder the aftermath. But we cannot do it alone — nor should we bear it quietly when justice falls short.

To our supporters: thank you for standing with us. Your donations, your time, and your voice empower us to keep fighting for animals like those from Shady Lane Farm. They deserved better. We will keep working until “better” is the standard — not the exception.

Beyond The Shelter: Expanding Safety for Survivors and Their Pets

This April, the Charlottesville-Albemarle SPCA partnered with the Sexual Assault Resource Agency (SARA) to raise awareness for Sexual Assault Awareness Month and highlight a critical issue: many survivors struggle to leave abusive situations because they are unsure how to protect both themselves and their pet.

Over the past month, SARA showed its support for the SPCA by participating in Fido Field Trips , during which they hosted five different dogs in their office. Dale, the first dog to take part in a field trip at SARA, was adopted shortly after his visit. Burt and Ernie, Pooh Bear, and Banjo also spent a day at the SARA office, where they enjoyed spending time with staff, going for walks on the local trail, playing with toys, and soaking up plenty of cuddle time. All four of these wonderful dogs are still available for adoption! They were an absolute delight to host and brought so much joy to the staff. Everyone at SARA is hopeful they’ll find their forever homes soon—they truly deserve it.

Hosting these dogs in the SARA office was a reminder of how difficult it can be for people to maintain ownership and safety over their pets when experiencing violence. Oftentimes, when fleeing dangerous situations, there are no easy options for taking a pet along. The majority of safe-stay shelters do not allow survivors to bring their pets, most animal shelters do not offer short-term stays without the risk of the pet being adopted by someone else in the meantime, and many survivors are reluctant to turn over their pets to others out of fear that it could compromise their safety or reveal their location.

This often puts survivors of violence in an impossible position, unsure of where to turn for safety. Pets—especially for those experiencing trauma—provide comfort, stability, and emotional support during the most turbulent times. They are important members of the family and deserve to be protected alongside the people who love and care for them.

At SARA, we have worked with survivors whose options for shelter are increasingly limited due to their pet ownership. They may opt to live in their car, spend beyond their means on a hotel room stay, or choose to stay in a dangerous situation to maintain ownership of their pet. Survivors may choose to focus their limited resources to support their pet rather than seek help for themselves. These barriers can greatly slow down the healing process and make it harder for survivors to build the support systems they need. When forced to choose between one’s own safety and their pet’s, moving forward becomes much more complicated.

SARA hopes for a future where pets are seen not as an afterthought, but as essential parts of the healing process. Through this collaboration with the CASPCA, SARA aims to inspire deeper community dialogue and that leads to expanded resources: pet-friendly shelters, short-term foster programs, and broader networks of support that honor the full picture of a survivor’s life.

March 16-22, 2025 is National Pet Poison Prevention Week! This is a perfect opportunity to learn about common household hazards and take simple steps to keep pets safe. Many everyday items, including certain foods, plants, and household products can be harmful to pets. Fortunately, with a little awareness and precaution, you can help prevent accidental poisoning and keep your furry friends happy and healthy!

Common Pet Poisons to Avoid

Toxic Foods:

Some foods that are safe for humans can be dangerous for pets, including:

Xylitol - A sweetener found in sugar-free gum, candy, peanut butter, and baked goods that can cause an extremely dangerous drop in blood sugar levels, often causing seizures and coma. Even small amounts can be fatal .
Yeast Dough - Can rise and expand in a pet’s stomach, leading to bloat and alcohol poisoning due to fermentation.
Grapes/Raisins - Can cause kidney damage, even in small amounts.
Chocolate - Dark and baker’s chocolate contain high levels of theobromine, which can cause symptoms ranging from GI upset, to cardiac arrhythmia, seizures, and even death.
Onion, Garlic, and Chives - Can lead to digestive issues and, in larger amounts, affect red blood cells.
Avocado - Contains persin, which can cause stomach upset in pets.

Human Medications:

Pets can accidentally ingest human medications left within their reach. Some of the most concerning include:

NSAIDs (Advil, Aleve, Motrin) - Can cause stomach irritation and kidney damage.
Acetaminophen (Tylenol) - Especially toxic to cats and can impact the liver in dogs.
Antidepressants - Can cause neurological and cardiovascular issues.
Muscle Relaxers (Baclofen) - Even small doses can be deadly to pets.

Flowers & Plants:

Many popular houseplants and flowers can be harmful to pets, including:

Lilies - All true lilies are highly toxic to cats and can cause liver failure. All parts of the plant are dangerous to felines, even pollen. Symptoms often do not appear for up to 48 hours and can be deadly.
Spring bulbs (Daffodils, Tulips, Hyacinths) - Can cause vomiting, diarrhea, and abdominal pain.

Household & Outdoor Dangers:

Our homes and yards can contain hidden dangers for pets. Everyday products that seem harmless to humans can be risky if ingested or inhaled. Be mindful of these common household hazards:

Fertilizers & Pest Control Products - Some fertilizers contain chemicals that can irritate the stomach, while rodent, snail, and slug baits can be very dangerous if eaten.
Essential Oils - Certain essential oils can be irritating or toxic to pets if ingested or applied directly to their skin.
Cleaning Products - Some household cleaners, such as bleach and detergents, can be harmful if licked or inhaled.
Auto/Home Improvement Supplies - Antifreeze, motor oil, and paints pose serious poisoning risks.

Following several legislative victories this year, a significant case is moving forward. On Monday, March 10th, Nathan Yoder, his son Luke Yoder, and associate Maynard Swarey—alleged operators of a large-scale puppy mill—will enter their plea before the court. Due to the complexities of this case, state prosecutors are stepping in to ensure justice is served.

But the fight doesn’t end with a conviction. Once these individuals have served their sentence, what prevents them—or others like them—from simply relocating and continuing their inhumane breeding practices elsewhere?

How The Community Can Help

Mass breeding is a highly profitable industry, and many operators are reluctant to reinvest in the animals they exploit. While we always encourage those looking for a pet to adopt from shelters and rescues, we understand that some may consider purchasing from a breeder. If you do, follow these essential steps to ensure you are supporting ethical breeding practices:

Visit the property. Observe where all animals are housed, including the size and condition of their living spaces.
Meet the mother of the litter and ask about her breeding history.
How often is she bred? (Ideally, she skips a cycle after each litter.)
At what age does breeding start and end? (Best practices suggest no earlier than 1.5–2 years and no later than 6–7 years.)
What happens to breeding dogs when they are retired? Are they rehomed or kept on the property?
Request veterinary records. Ensure both the puppy and both its parents have received core vaccinations and breed-specific health screenings (e.g., hips, elbows, eyes, and knees).

Most importantly, if you see poor conditions, do not buy the animal . While it’s understandable to want to "rescue" an animal from a bad situation, purchasing a puppy only fuels the cycle of abuse. Instead, report the breeder to local animal control or your area's non-emergency police line for a welfare check.

The Need for an Animal Cruelty Conviction Database

In January 2025, Virginia House Bill 1814 was unfortunately tabled. This bill called for the creation of an animal cruelty conviction list—a long-overdue tool that has been proposed in various forms over the years.

A universally accessible database is critical. Currently, animal shelters, animal control agencies, and welfare organizations do not have shared access to each other's records. Running background checks on the thousands of individuals we interact with each year is financially and logistically unfeasible. However, if shelter software could integrate with a centralized database that flags individuals or addresses linked to felony animal cruelty convictions, it would serve as a crucial safeguard against repeat offenders.

While the failure to pass a state registry is disappointing, we remain hopeful and committed to advocating for stronger protections. You can read more about HB1814 here .

Recent Legislative Wins for Animal Welfare

Despite setbacks, Virginia has made significant progress in animal welfare legislation.

Senate Bill 903 (SB903) – Passed in early 2025, this law increases transparency and accountability in the pet industry by requiring pet shops to maintain detailed records when acquiring an animal. These records must include:

The animal's origin
Their health status
The breeder’s credentials

Additionally, pet shops are prohibited from selling animals obtained from unlicensed breeders within Virginia—a major step in preventing unethical breeding operations.

SB1051 (Ebbin) / HB2313 (Lopez) – These companion bills strengthen animal cruelty enforcement by granting animal control officers greater authority to:

Enter, inspect, and investigate boarding facilities
Obtain warrants in cases of suspected cruelty

While SB903 enhances oversight at the state level, these bills empower local authorities to take swift action when animals are at risk. Shelters and rescues have long met strict standards, and now, legislators are ensuring that all facilities housing animals are held to higher levels of accountability.

By requiring transparency in pet sales and giving investigators more tools to address cruelty, Virginia is making real progress in preventing unethical breeding operations.

This bill represented a crucial opportunity to hold animal abusers accountable and prevent future cruelty across Virginia.

The failure to pass this bill is a significant setback, not only for animal welfare but for the broader public safety and well-being of our communities. Below, we’ll explore the purpose of a statewide cruelty conviction list, why it’s needed, and the negative impacts we face when such measures aren’t implemented.

The Purpose of a Statewide Animal Cruelty Conviction List

The Animal Cruelty Conviction List would have created a centralized registry for individuals convicted of animal cruelty offenses in Virginia. This registry would serve as a public record, making it easier for shelters, rescues, pet stores, and the general public to identify individuals with a history of abusing animals.

Such a list is essential for several reasons:

Prevention of Future Abuse: By tracking those convicted of animal cruelty, the list would prevent these individuals from adopting, fostering, or working with animals in the future. This helps to ensure that convicted abusers cannot continue to harm animals under the guise of caregiving or ownership.

Increased Accountability: A public registry would increase transparency and accountability for those who commit animal cruelty, sending a clear message that such behavior will not be tolerated. It also serves as a deterrent for potential abusers who may think twice before committing such offenses.

Undermining Legal and Social Progress: Many states across the U.S. have successfully implemented animal cruelty conviction lists, and Virginia’s failure to do so puts the state behind in terms of legal and social progress. By not passing this bill, Virginia misses an opportunity to set a higher standard for animal protection and to align with other states that have recognized the importance of such measures.

Erosion of Public Trust in Animal Welfare Systems: When laws designed to protect animals are tabled or blocked, it can lead to a loss of trust in the systems that are supposed to safeguard their well-being. This erodes confidence in our ability to prevent cruelty and protect animals from harm.

The Yoder Case: A Stark Reminder of Why This Matters

The failure to pass HB 1814 is particularly troubling in light of cases like the recent alleged puppy mill operation in Greene County, where 100 dogs were seized from the Yoder property. The conditions were described as squalid, with animals living in neglect and suffering from untreated medical issues. This case highlights the devastating consequences of allowing individuals to continue mistreating animals without oversight or accountability.

The Yoder case serves as a grim example of how the lack of a centralized cruelty conviction list can enable abusers to evade scrutiny. While three men involved in the operation were charged, it is unclear how many similar cases exist but remain undetected or unaddressed. A cruelty conviction list would make it significantly harder for such operations to continue, helping to identify patterns of abuse and protect animals from suffering.

While this setback is disheartening, it is not the end of our fight. We need your support to continue pushing for stronger protections for animals:

Contact Legislators: Reach out to the subcommittee members who voted against the bill— Helmer , Willett , Glass , Clark , Hernandez , and Laufer . Ask them why they voted to table this important measure and express your disappointment in their decision.

As the Giving Tree campaign wraps up, we want to express our deepest gratitude to the incredible schools that participated in this heartwarming initiative. Scottsville Elementary, Ivy Elementary, Brownsville Elementary, Monticello High School, and Lakeview Middle School—your generosity has truly made a difference.

Through the Giving Tree, these schools rallied to collect essential supplies for the SPCA, from cozy beds and nourishing food to cleaning supplies and towels. Your efforts have not only helped us provide for the animals but have also shown the power of compassion and community.

To make it easy for schools to get involved, we provided a packet with printable Giving Tree ornaments, allowing students and teachers to creatively contribute to our mission. The result? A season filled with hope, love, and a brighter future for animals in need.

As we embrace the chillier months, it’s essential to ensure your pets stay safe and comfortable during winter. Whether you have indoor companions, outdoor animals, or barnyard friends, taking extra precautions during inclement weather can prevent illness and injuries. Here’s a guide to protecting your pets from the cold, snow, and icy conditions.

Keep Pets Indoors When Possible

It’s always best to house your pets inside during low temperatures. Try to keep them indoors, even if just at night or during the coldest part of the day. For pets that cannot come inside:

Ensure they have access to a warm, draft-free shelter.
Use hay or straw for insulation and create a snug, wind-protected space.
Turn shelters away from prevailing winds and consider covering entrances with heavy plastic or waterproof burlap.

Limit Time Outdoors for Vulnerable Pets

Puppies, senior pets, and short-haired breeds, like Greyhounds, may become cold quickly. Limit their time in the snow to prevent hypothermia or frostbite.
For short-haired dogs, like Pitbulls or Dachshunds, a cozy pet coat can make outdoor time safer and more comfortable.

Keep Snow Play Safe and Fun

While many pets enjoy romping in the snow, it’s crucial to keep an eye on their energy levels.

Just like humans, pets can tire faster in cold conditions. Short play sessions are safer, particularly for young or elderly animals.
Ensure pets don’t overexert themselves, and check for ice balls forming between their toes.
Be careful around iced-over bodies of water. Do not let your dog run out on frozen ponds, as the ice may not support their weight, leading to dangerous situations.

Watch Out for Paw Hazards

Winter surfaces can be harsh on your pet’s paws, especially with snowmelt chemicals and icy sidewalks.

Use pet-safe snow melts around your home to minimize risks.
Consider booties for dogs to protect their paws, if they can wear them comfortably.
Wipe paws off after walks to remove any salt and deicers, reducing the chance of irritation or ingestion--when they lick their paws clean.

Avoid Harmful Chemicals and Hazards

Winter brings increased risks of exposure to toxic substances like antifreeze and deicers.

Store antifreeze securely and clean up spills immediately—it’s highly toxic but often tempting due to its sweet taste.
Check your car’s hood before starting it, as cats or other animals may seek warmth by hiding near the engine.

Prepare for Emergencies

Winter storms can bring unexpected power outages or travel disruptions. Be ready:

Have a 5-day supply of pet food, fresh water, and any necessary medications.
Keep updated identification on pets, as snow and ice can obscure familiar scents, making it easier for them to get lost.

Know You and Your Pet’s Limits

Each pet has unique tolerances for cold weather. If you’re unsure, consult your veterinarian for tailored advice. Be extra cautious when walking your dog on icy surfaces, as both you and your pet can slip, leading to potential injuries. Families who adopt during the holidays often come to us with careful thought and preparation, ensuring their new furry friend is truly welcomed home for life.

Thanksgiving Pet Safety Tips

Thanksgiving is a time for family, friends, and food, but for our pets, the holiday can bring unexpected hazards. At CASPCA, we’re here to support every pet in our community, whether they were adopted from us or not! From rich foods that can cause stomach issues to decorative plants that may be toxic, here’s how to ensure a safe, pet-friendly Thanksgiving for your furry companions.

Keep Holiday Foods Safe for Pets

Many Thanksgiving dishes contain ingredients that can be toxic to pets, including onions, garlic, raisins, grapes, and seasonings like bouillon cubes. Raw dough is also dangerous, as it can expand in a pet’s stomach and lead to bloating or ethanol poisoning. While it may be tempting to share holiday treats, it’s best to stick to plain, unseasoned, boneless, fully cooked turkey if you want to include your pet in the celebration—or treat them to something special, like a toy or a store-bought snack made just for pets. Be mindful of what’s accessible to your pet, and keep tempting foods well out of reach of clever pets and those loveable "counter surfers."

Keep Tempting Thanksgiving Treats Out of Reach

Desserts and other foods with raw dough can pose serious risks for pets. Ingredients like chocolate, xylitol (a common sugar substitute), and yeast can also cause digestive distress or even life-threatening conditions. So it is best to make sure all dangerous foods are out of reach especially for those "counter surfers," and keep the dessert table and trash cans secure to prevent mishaps.

Take Out the Trash

After the meal, make sure leftovers and scraps go into a secure trash can. Turkey bones, chocolate wrappers, and food-soaked packaging can all be hazardous if eaten. Regularly empty the trash throughout the day or store it in an area that’s out of reach.

Poison Control Emergency Information

In case of accidental ingestion or any signs of distress, contact your veterinarian immediately. You can also call the ASPCA Animal Poison Control Center which is available 24/7 at (888) 426-4435, or the Pet Poison Helpline which can be reached at (855) 764-7661 for urgent assistance. Remember quick action can make all the difference!

Prepare for Guests and Holiday Décor

With all the holiday hustle, even pets might need a timeout from the family festivities. If you’re expecting guests, set up a cozy, quiet space where your pet can retreat if they’re feeling overwhelmed. Remind visitors to keep bags, medications, and other belongings safely stored, as curious pets might get into them. Also, keep an eye on little ones who may be tempted to sneak your pet treats under the table!

Decorative plants like amaryllis, hydrangeas, and certain ferns can also be toxic to pets. Check the ASPCA’s list of harmful plants , and use pet-safe decor whenever possible. Never leave a pet unattended with lit candles, as they can be easily knocked over.

Traveling with Pets

If you’re traveling this Thanksgiving, plan for your pet’s comfort and safety. Restrain them with a harness or carrier in the back seat to prevent accidents and distractions. If your pet isn’t coming with you, ensure they have a safe, comfortable space at home or consider a boarding facility.

Furry Fall Fun: The SPCA's Inaugural Fall Fest

What an incredible day! Our first-ever SPCA Fall Fest at the scenic North Fork Discovery Park was a day to remember, and we’re still beaming from all the smiles, tail wags, and laughs. We welcomed around 500 guests and their beloved pups for a full day of family fun, food, music, and heartwarming moments that brought our community together in the spirit of animal rescue.

Our goal was to create an event that had something for everyone, and we’re thrilled that so many families, kids, and furry friends could join us. The vendor booths were a hit, with 32 vendors bringing everything from artisanal treats to pet accessories. And of course, Twisted Biscuit, Maresca’s Coffee Counter, and Vegan Comforts Soul Food kept everyone fueled with delicious bites throughout the day.

Whether it was a stroll through the vendor stalls, game playing, or a photo op with our animal rescue partners, there was no shortage of things to do. In addition to all the food and shopping, our furry friends had the chance to steal the show in the Doggie Pie-Eating Contest and the ever-popular Doggie Costume Contest. We saw some fantastically creative costumes, and the enthusiasm was contagious—our panel of judges certainly had their work cut out for them!

Adding to the festive atmosphere, Tara Mills Music and tunes from 106.1 The Corner brought everyone together in celebration. The mix of good music, good company, and good causes was simply unbeatable.

Of course, Fall Fest 2024 wasn’t just about fun—it was also about finding homes for animals in need. Thanks to the support of our community, 22 animals found loving homes that day, including 9 on-site adoptions. Seeing the smiles of new pet parents and the wagging tails of their new family members is what drives our mission every day. To every adopter, thank you for opening your hearts and homes!

Pulling off an event like this wouldn’t have been possible without our incredible team of 25+ staff members and 30+ volunteers working tirelessly behind the scenes. We’re deeply grateful to each of them for their time, dedication, and passion. To all the vendors, rescue partners, community organizations, and our gracious hosts at North Fork Discovery Park, thank you for making Fall Fest unforgettable.

In 2023 alone, we had over 2,600 adoptions and took in more than 3,000 animals while maintaining a 96% live release rate. Black cats have long been surrounded by myths and superstitions, unfairly earning a reputation that affects their chances of being adopted. National Black Cat Day, October 27th, is a great time to debunk these myths and highlight why black cats deserve a place in your family.

The History of Black Cats and Superstition

The association of black cats with bad luck dates back to a medieval document, linking them to dark forces and superstition. This marked the beginning of centuries of misunderstanding, where black cats were unfairly connected to witchcraft and evil omens. Over time, these myths became deeply ingrained in folklore, casting black cats in a negative light and leading to their mistreatment. In the Middle Ages, people feared that black cats were "familiars" to witches, assisting them in dark magic. While these myths persisted for centuries, they also became iconic in pop culture, with appearances as beloved characters like Binx in Hocus Pocus.

Despite their iconic role in pop culture, these old superstitions still linger and sadly contribute to the unfortunate reality that black cats—although just as playful, cute, and loving as any other cat—are often overlooked for adoption.

Debunking the Myths

While black cats have been unfairly labeled as symbols of bad luck, the truth is that they are just as affectionate, playful, and loyal as any other cat. In fact, many cultures view black cats as signs of good fortune. In places like Japan and Ireland, black cats are thought to bring prosperity and protection.

Another myth that lingers is the idea that black cats are at increased risk of harm around Halloween. But the truth is, black cats don’t actually face more danger during Halloween, and there is no data to suggest they are at a higher risk of abuse during this time compared to other cats or times of the year. This misconception has persisted for years but has no factual basis. As Becky Robinson, president of Alley Cat Allies, told USA TODAY , "That's pure myth. It's just an old fear that black cats are going to be adopted by people with bad intentions." Becky Robinson from Alley Cat Allies went on to say, "Halloween is a marketing season for black cats. A lot of animal shelters actually use this time of year to promote black cats for adoption." Instead of being a time of danger, Halloween has become an opportunity to highlight these wonderful pets and help them find forever homes.

There are plenty of reasons to adopt a black cat:

Cute Tiny Panthers : Black cats and tuxedo cats are often described as having an elegant and eye-catching appearance, with their glossy fur and bright eyes.

October is Domestic Violence Awareness Month, a crucial time to raise awareness about the impacts of domestic violence (DV) on both victims and their pets. At the Charlottesville-Albemarle SPCA, we understand that domestic violence affects both the immediate victims and their animal companions, and the lack of resources available to victims’ pets can create additional barriers to leaving abusive situations. Recognizing these connections is essential to protecting both people and animals from harm and breaking the cycle of abuse.

The Relationship Between Domestic Violence and Pets

The connection between domestic violence and animal cruelty is significant. According to the Urban Resource Institute (URI), perpetrators of domestic violence frequently exploit this connection by threatening or harming a victim’s pet to manipulate and control them. This tactic is often used to keep victims from leaving or to punish them if they attempt to escape.

Many domestic violence victims delay seeking help, return to their abuser, or avoid seeking assistance altogether because they fear for their pets' safety. In fact, a survey of 12 studies found that between 18-48% of survivors either delayed leaving or returned to the abuser due to concerns for their pets’ welfare, according to RedRover. This fear is often well-founded, as up to 89% of pet-owning women entering domestic violence shelters reported that their abuser had harmed or threatened their pets, based on data from the Humane Society of the United States.

Important to note, while domestic violence is most commonly thought of as male-on-female abuse, it can take many forms, including female-on-male, male-on-male, and female-on-female violence. Abuse can be physical, emotional, or financial, and according to data from the peer-reviewed Partner Abuse journal, 22% of individuals have been assaulted by a partner at least once in their lifetime.

Financial abuse, a common tactic in abusive relationships, limits survivors' financial independence and reduces their ability to find safe, pet-friendly accommodations. According to the National Network to End Domestic Violence, financial abuse is present in nearly 98% of abusive relationships, leaving survivors without the resources to escape.

Additionally, many domestic violence shelters are not equipped to house pets, meaning survivors are often forced to choose between their own safety and the safety of their animals. The shortage of pet-friendly emergency housing creates an impossible situation for those who depend on their pets for emotional support.

The Role of Shelters in Protecting Both Ends of the Leash

While the SPCA does not currently offer temporary housing for pets of survivors, we recognize how critical this service is. The safety of survivors and their pets is a priority, and with the right fundraising efforts, the SPCA hopes to explore this option in the future. However, the underfunding associated with the city and county contract limits our capacity to expand services at this time. With adequate support, the SPCA could address the urgent need for pet-friendly housing options in situations of domestic violence.

September 4th marks National Wildlife Day, the perfect opportunity to highlight some of the intersections between animal welfare and wildlife conservation.

The Charlottesville-Albemarle SPCA has been serving our community for over 100 years, and at one point served as the only sanctuary for both domestic animals and wildlife in our area. This specialized responsibility has since been taken over by the Wildlife Center of Virginia , est. 1982, and the Rockfish Wildlife Sanctuary , est. 2004. Virginia ranks 10th in the nation for native vertebrate species diversity, making our region a critical hub for wildlife. These organizations work tirelessly to preserve and protect that biodiversity, and as human development continues across the state, it is more imperative than ever to see animal welfare through a lens that includes their efforts.

One impactful step animal lovers can take is to keep pet cats as fully indoor pets. While beloved as companion animals, domestic cats are one of the most significant invasive species in the United States, causing billions of bird and mammal deaths each year. Even if you think your cat doesn’t engage in predatory behavior, science sadly tells us otherwise. In fact, cats only bring their prey back to their home 23% of the time, according to a study conducted by the University of Georgia. Further, outdoor cats live significantly shorter lives compared to their indoor counterparts. By keeping pet cats indoors, we not only protect our local wildlife, but also extend the lifespan of our feline companions, shielding them from threats such as disease, vehicle collisions, and predation. In this way, we create a safer, healthier environment for all creatures, ensuring that Virginia’s natural heritage continues to flourish alongside its human and companion animal constituents.

“Keeping cats indoors is one of the easiest ways any animal lover can help their wild neighbors,” says Sarah Cooperman, the executive director at the Rockfish Wildlife Sanctuary. “We have admitted 40 wildlife patients directly because of a cat attack so far this year, and countless others who were first treated by other facilities due to a cat attack and transferred to us for long term rehabilitative care.”

Any cat-caught animal must be taken to a licensed wildlife rehabilitator, even if it does not appear injured to you. Cats can leave microscopic puncture wounds, invisible to the naked eye, yet deadly to the small animal. The bacteria on their teeth can lead to systemic infection and death very quickly. A licensed rehabber, like those at RWS and WCV, can administer lifesaving antibiotics and treat any other wounds.

“Many outdoor cat owners are worried their beloved best friend won’t be able to have an enriching life indoors, but that isn’t the case,” continues Cooperman. “Providing stimulation for your cat is fun, simple, and strengthens the bond between you both.”

While the decision to keep cats indoors is vital for protecting both wildlife and cats, many owners are concerned about the effect of confinement on their cats’ quality of life. With some intentional species-specific enrichment, however, they can live full and fulfilling indoor lives for years longer on average than their outdoor counterparts.

With a new executive team, a new executive director, fresh faces on our board of directors, and now a new strategic plan, we are entering an exciting new chapter. Central to all these changes is our unwavering belief that our community is the foundation of everything we do. This belief has been our compass as we crafted a Strategic Plan that genuinely reflects the needs and aspirations of the community that supports us.

Developed with invaluable input from our community, this strategic plan serves as our roadmap for how we can best serve both our organization and the community we cherish. The plan reaffirms our commitment to building a compassionate community where every animal thrives, and it underscores our dedication to fostering respect, empathy, and dignity for all living beings through outreach, advocacy, and comprehensive animal services.

Focusing on Our Future: SPCA Negotiates Vital Contract with City and County

At the Charlottesville-Albemarle SPCA (SPCA), our mission has always been clear: to provide compassionate care for animals in need and work tirelessly to create a more humane community. As we look to the future, we face challenges that require immediate and sustained support from our local government partners, the City of Charlottesville and Albemarle County. The SPCA and the City and County have had a contract in place for over the past 15+ years, but with the current contract set to expire at the end of Q1 2025, we are deeply concerned about the lack of a contract and contingencies for a shelter in place next year. Without a new agreement, the continuity of essential services for animals in our community could be at risk.

The Current Landscape

The SPCA currently operates the City of Charlottesville and Albemarle County’s public shelter – a cornerstone of our work. Public animal shelter mandates are simple: provide housing and care to animals from our community. Virginia State Law has codified the need for animal shelters to house stray animals running at large, dangerous/vicious animals and animals under protective custody awaiting their court date. Additionally, Virginia State Regulations governing and overseeing animal shelters require shelters to provide medical care, enrichment, and to give adoptable animals an opportunity to be seen and have a positive outcome.

Virginia ranks second in the nation for most devoted dog owners according to Forbes, and over 46.5 million households in the US have at least one cat. In Virginia, 55.5% of all households have at least one pet. This means approximately 24,437 homes in Albemarle County and 10,828 homes in the City of Charlottesville have at least one pet. This statistic does not account for free-roaming cat populations. The SPCA currently touches over 7,000 households each year between their public and private shelter services.

Our Current Contract

As it stands, the City and County only pay around 20% of the costs associated with operating the public shelter, which, per Virginia law, they are legally required “to maintain or cause to be maintained.” The SPCA and the City and County have had a contract in place for over the past 15+ years, but the current contract is set to expire at the end of Q1 of 2025. Unfortunately, we are unaware of any contingencies in place for the City and County to have a shelter for the whole of next year, and they have yet to negotiate a fair contract extension with the SPCA.

Our contract, originally agreed upon in 2009, no longer reflects the current, increased cost of labor and goods, which has far outpaced inflation. It is important to note that private donations help fund many community, solution-focused programs that are not publicly funded and are not part of our contract with the city and county, such as our low-cost Compassionate Care Clinics, Microchip and Vaccine Services, Pet Food Pantry, and Community Cat Program. As we look towards the future of the SPCA, we know that expansion of these programs will be critically necessary to solve the problems facing pet guardians today.

This expansion will require use of private donations to enhance and expand the infrastructure of our shelter. For those who have not been to our shelter, we encourage you to contact our team and schedule a comprehensive tour. Animal sheltering standards have advanced so dramatically in the past decade that our facility no longer meets the needs of our community. We are excited to get this work started, but in order to do so, we need the City & County to cover the majority of the cost of the services we perform for them. It is imperative that we receive an adjustment to our funding that aligns with current economic realities.

Contracting with the SPCA remains the most efficient option. Building a new facility would cost the City and County between $10.5 and $16 million in taxpayer dollars, with an annual operating budget of $5-8 million to maintain no-kill status. The SPCA has maintained a no-kill shelter since 2006 and proudly achieved a 96% live release rate in 2023. By renewing and adjusting our contract to meet current needs, we can avoid these excessive costs and continue to provide high-quality care efficiently and effectively.

The Importance of Sustainable Funding

Relying on our reserves is not a viable long-term solution. Currently, our reserves stand at 70% of our annual operating budget, a figure that, while within non-profit norms, limits our ability to invest in solution-based programming and crucial updates for our 20-year-old facility. Without additional funding, our ability to expand preventative programs and meet future capital needs is severely constrained.

In our negotiations with the City & County, it was argued that the CASPCA “don’t need the money” to maintain the status quo, since we can fundraise to cover the costs associated with the public shelter. It was also suggested that we apply for grants from the city and county to get in the queue for potential funding in the future. As a not-for-profit private organization, this approach does not solve the underlying issue covering the costs associated with operating the public shelter. The SPCA filled out the request for funding in 2023 and were denied because we “have a contract”, and the City & County adhere solely “to the formula in the contract”.

To be clear, the SPCA has worked miracles over the past decade. We are scrappy, innovative and a true testament to exhausting every dollar we have for the betterment of our mission – and we are not unique. Many private shelters are canceling their public contracts because they are undervalued by their municipality. The public services are the most expensive part of sheltering. With the localities’ denial of increased funding again in 2024, the SPCA has been put in the difficult position of being practically unable to move forward with the current public contract.

In our requests and discussions with the City & County we have taken a proactive approach that aims to reduce the number of animals needing shelter services over time, ultimately lowering operational costs for the public shelter. However, this is a long-term effort spanning 10-20 years, and rising costs are anticipated in the short term as the foundation for a sustainable future is built. Investing in preventative measures now will lead to significant savings and a more humane community in the future.

While donations are a key lifeline for any non-profit, in order to maintain a public shelter staffed and resourced for serving up to 4800 animals a year, the generosity of our supporters will not be enough to keep pace with the level of care and service our community expects and deserves. We believe that citizens generous enough to donate should not have to cover the shortfall left by the city and county. Instead, these donations should go towards extra benefits like special medical cases, advancements for the organization, or special programs like our Pet Food Pantry and Compassionate Care Clinics.

We Have Strived for Fairness and Good Faith

We have attempted to work with the City and County over the past 10 months and have requested a new contract to reflect updated regulations, roles and responsibilities, standards of care, and a current funding model rather than continue to operate off the 2009 contract. However, we have yet to receive even a counter to our revised proposal given in March of 2024.

While we are committed to working with the City and County to reach a fair deal that allows our organization to operate and provide these contracted services, that deal must provide the community with a high-quality shelter staffed with individuals who are able to earn a living wage and which ensures the animals in need receive the high standards of care that this community expects. Regardless of the outcome, the Charlottesville-Albemarle SPCA is not going anywhere whether we serve as the public or a private shelter. We are forever committed to our mission of fostering a compassionate community where every animal thrives, and, if necessary, we have private shelter models to follow, like the Richmond SPCA that operates independently.

Looking Ahead

The failure to reach agreement on a new or extended contract for services that the Charlottesville-Albemarle SPCA currently provides to the City of Charlottesville and Albemarle County will require those jurisdictions to find alternative means for sheltering, protecting, and caring for displaced community animals. That transition would take time to plan and execute.

We find ourselves at a critical juncture, where we must ask the city and county to decide now if they will move forward with adequately compensating the CASPCA for the essential services we perform on their behalf. We strongly urge the City of Charlottesville and Albemarle County to recognize the immense value of our work and the necessity of supporting our mission. Updating our funding to reflect the true cost of operations in 2024 is not merely an investment in the SPCA, but in the well-being of our entire community.

Together, we can ensure that every animal receives the care they deserve and that our community receives the services it requires and continues to be a compassionate and humane place for all.

Rising Animal Intake and Adoption Rates

One of the trends highlighted in the Hill’s report is the increase in both animal intake and adoption rates. Many shelters have seen a rise in the number of animals they care for, with the total US shelter population rising by 900,000 individuals since 2021. Fortunately, this rise is accompanied by a significant boost in adoptions, especially from younger generations like Gen Z and Millenials. Increased adoptions indicate a growing awareness and commitment to adopting shelter animals among the public, which is heartening amid increased intake numbers nationwide.

In 2023, the SPCA welcomed 3,051 animals into our care and celebrated 2,658 adoptions reflecting a continued dedication to finding loving homes for our animals. The community’s support and love for animals in need remains strong, as shown by these adoption numbers.

Addressing Equity in Pet Adoption

The Hill’s report emphasizes the importance of equity in pet adoption. Shelters are increasingly recognizing the need to ensure that adoption processes are accessible to all individuals, regardless of their socioeconomic status, race, or background. This commitment to equity ensures that everyone has the opportunity to experience the joy and companionship of pet ownership.

The SPCA is dedicated to breaking down barriers and enhancing accessibility to services, resources, and information for pet owners. To this end, we do not require income information or identification from beneficiaries of our Pet Food Pantry resources, and have embraced an Open Adoptions philosophy, as outlined by the Humane Society of the United States’ Adopter’s Welcome Manual . In keeping with this philosophy, we have replaced our application process with interest forms and a conversational approach to match-making. This approach lessens opportunities for implicit biases to impact decision making, and further, Hill’s survey respondents reported a preference for these more conversational methods over lengthier application processes across the board. Our unwavering commitment extends to actively pursuing racial equity within the realm of animal welfare. Acknowledging historical and systemic disparities, we strive to rectify inequities that impact both animals and the communities we serve. Our pledge is to guarantee equal access to our services, resources, and educational opportunities for all community members – dismantling barriers to pet ownership, and promoting access to pet care universally.

The Role of Foster Programs

Foster programs have become an essential component of modern sheltering. These programs not only help to reduce overcrowding in shelters, but also give animals the chance to thrive in a home environment. The Hill’s report highlights a need for increased awareness of the resources available to foster families: 64% of respondents said they’d be likely to foster if costs were covered, and 20% reported that they don’t foster because they believe they cannot afford a pet. When fostering for the SPCA, all medical care and the vast majority of supplies are provided to foster families by our organization.

In 2023, the SPCA’s foster program saw 2,377 pets benefit from the care and attention of our compassionate foster families. This is a slight decrease from the 2,698 animals in 2022, but still demonstrates the vital role foster families play, as well as the SPCA’s continuous need for more foster families . These efforts provide care and love to animals that may need extra attention while they await their forever homes, especially for the shelter’s most vulnerable residents like young kittens and puppies. Fostering is a rewarding experience that makes a tangible difference in the lives of animals.

Reuniting Pets with Their Owners

An often-overlooked aspect of sheltering is the importance of reuniting lost pets with their owners. The Hill’s report sheds light on the efforts made by shelters to ensure lost pets find their way back home.

In 2023, the SPCA successfully reunited 432 pets with their owners These heartwarming reunions are made possible by our diligent staff, volunteers, and the support of the community. Reuniting pets with their families is a critical part of our mission and brings immense joy to everyone involved.

Lowering Barriers to Pet Ownership and Keeping Pets in Homes

The Hill’s report highlights that 84% of respondents identified veterinary care as the most expensive part of owning a pet, and nearly 50% of respondents cited the overall cost of pet ownership as the biggest challenge. Nearly two-thirds of those surveyed cite financial instability and the cost of veterinary care as a significant factor in their decision of whether or not to adopt a pet. Additionally, those making less than $75,000 are more likely to surrender a pet due to financial difficulties, and those making less than $50,000 are more likely to experience pet-related housing restrictions. However, 94% of current pet owners considering relinquishment kept their pet after receiving support. Recognizing these challenges, the SPCA is committed to lowering barriers to pet ownership and helping keep pets in loving homes.

We have counselors onsite to help people navigate their relationships with their pets. Our counselors assist with understanding and managing behavioral issues, and connect pet owners with vital resources like the Pet Food Pantry and Compassionate Care Clinic, providing essential supplies and affordable veterinary care, and ensuring that financial constraints do not force families to give up their beloved pets.

Community Involvement and Support

The success of any sheltering initiative relies heavily on community involvement and support. The Hill’s report underscores the importance of community engagement in driving positive outcomes for shelters and the animals they serve. Donations, Volunteer programs, community events, and educational outreach are vital components of this engagement.

Pet Fire Safety Day - Tips for Keeping Your Pets Safe

Nearly 1000 fires are started by pets each year - here's how to prevent one.

Fire emergencies can strike without warning, putting both humans and pets at risk. As a responsible pet owner, it’s crucial to prepare and safeguard your furry friends from fire hazards and keep Sparky’s name from becoming too literal! A cat to a candle can be like a moth to a flame – according to the National Fire Protection Association, nearly 1000 fires are started by pets each year. Keep that curiosity extinguished! Here are some essential tips to prevent accidental fires and ensure the safety of your pets in case of a fire:

1. Make a Pet Emergency Plan

Your pets should be part of your family’s emergency evacuation plan. Prepare in advance by:

Identifying Pet-Friendly Shelters: Know where you can stay if you must evacuate, including pet-friendly hotels or homes.
Planning Routes: Map out multiple escape routes and designate a safe meeting place outside your home.

During fire drills, make sure to include your pets in the evacuation practice. Familiarize them with the escape route and the sound of alarms to reduce their anxiety during a real emergency.

2. Keep Collars and Tags Updated

Pets can become disoriented and separated during a fire. Ensure they can be quickly reunited with you by:

Updating Identification Tags: Include your current contact information on their collars, and make sure collars are well-fitted.
Using Microchips: Consider microchipping your pets for an additional layer of identification that is not at risk of falling off or being destroyed. Make sure your contact information is up to day in your microchip provider’s registry.

If your pet gets lost, their ID tags will help rescuers contact you quickly. Always check that the information is accurate and visible.

3. Practice Fire Drills

Fire drills aren’t just for humans. Help your pets become accustomed to emergency procedures by:

Simulating Evacuations: Practice leaving your home with your pets.
Using Positive Reinforcement: Reward them with treats and praise to encourage cooperation.

Schedule regular fire drills and practice leading your pets to their carriers or designated safe spots. This can make real evacuations smoother and less stressful for everyone.

4. Secure Open Flames

Pets are naturally curious, which can be dangerous around open flames. Protect them by:

Using Flameless Alternatives: Opt for flameless candles or pet-safe alternatives.
Supervising Open Flames: Never leave lit candles, stovetop burners, or fireplaces unattended.

Keep the kitchen child and pet-free: Children and pets should be at least 3 feet from heat sources used for cooking at all times – consider using baby-gates as a physical barrier in front of the kitchen’s entrance.

5. Pet-Proof Your Home

Pets often explore their surroundings, sometimes with dangerous consequences. Minimize fire risks by:

Removing Fire Hazards: Secure electrical cords, loose wires, and flammable materials.
Blocking Access: Ensure that pets can’t reach areas with high fire risks, such as kitchens and laundry rooms.

Install cord covers and keep flammable materials in pet-proof storage to prevent pets from chewing or knocking them over.

6. Store Hazardous Materials Safely

Household chemicals can be toxic to pets and may also pose fire risks. Keep them safe by:

Securing Hazardous Substances: Store cleaning products, chemicals, and other dangerous items in cabinets or high places out of pets’ reach.
Using Childproof Locks: Install locks on cabinets to prevent curious pets from accessing hazardous materials.

Keep all potentially toxic substances locked away to prevent accidental ingestion or spillage that could lead to fires.

7. Install Smoke Detectors

Early detection of fires is crucial for safety. Protect your home and pets by:

Installing Smoke Detectors: Place them throughout your home and test them regularly.
Using Monitored Systems: Consider smoke detectors that alert emergency services, providing added protection even when you’re not home.

Install smoke detectors in pet sleeping areas and common rooms to ensure early warning for both you and your pets.

8. Use Pet-Safe Fire Retardants

In case of a fire, slowing its spread can save lives. Treat your home with:

Fire Retardants: Apply pet-safe fire retardants to furniture and other household items.

Look for products specifically labeled as safe for pets and use them on drapes, carpets, and upholstery.

9. Have a Pet Emergency Kit

Prepare for emergencies by assembling a kit with essential supplies:

FELV and FIV: What Adopters Should Know

If you’ve ever browsed the cat rows at the shelter, you may have noticed a sign on a cat’s enclosure stating that they are FELV+ or FIV+. The cat behind the sign is perfect for you, but those big letters next to that plus sign can be pretty scary for a new pet owner! Don’t pass over that friendly face just yet – first, let’s understand what having FELV or FIV means for a cat, and their owner.

Feline Retroviruses

FIV (Feline Immunodeficiency Virus) and FELV (Feline Leukemia Virus) have a few things in common. For one, they are both retroviruses – this class of virus is able to incorporate itself into the DNA of the host’s body, where it can then replicate inside of the host’s cells. Once it is incorporated into the host’s DNA, it cannot be cleared by the immune system, and the host will remain infected for the duration of its life: once a cat is infected with either of these viruses, they will always have it.

FELV and FIV are two of the most common retroviruses that affect felines – each of them affects roughly 3% of the cat population in the US. These viruses are only transmissible between felines – they cannot infect humans, dogs or other non-feline pets. They can both cause compromised immunity, but they do have some significant differences in both transmission and prognosis for infected felines.

FELV

Transmission

Feline Leukemia Virus is transmitted through saliva, feces, urine and milk. It does not survive for long outside of the host’s body, and it’s not as highly infectious as, say, an upper respiratory infection, but any prolonged close contact between felines can result in transmission: bite wounds, mutual grooming, or even sharing litter boxes can all result in a new infection. It can also be transmitted from a queen to her kittens during pregnancy, or through her milk when nursing the kittens.

Diagnosis

There are several different blood tests used to test for evidence of FELV infection. Due to the nature of the virus and the different types of infection, which we’ll discuss below, no one test at any one time can be used to definitively diagnose infection.

Types of FELV Infection

Exposure to the FELV virus can result in 3 different infectious outcomes: an abortive infection, a regressive infection, or a progressive infection.

According to Cornell University’s Feline Health Center, the cat’s immune system clears the body of the virus before the virus’ genetic material can be incorporated into the host’s DNA approximately 20-30% of the time. In these cases, the immune system develops antibodies against the virus, and the cat is functionally immune to infection in the future. This is what is called an abortive infection. These cats do not test positive on any of the previously mentioned diagnostic tests, and do not experience any clinical symptoms of FELV.

In 30-40% of exposed felines, they develop what is called a regressive infection. This happens when the virus is able to incorporate itself into the cat’s DNA, but the cat’s immune system develops enough antibodies to partially eliminate the virus. Cats with regressive infections can go long periods of time with no symptoms of infection, and can test negative on ELISA and IFA tests while asymptomatic. The infection can, however, become progressive at any time, at which point the cat will be infectious to other cats and experience clinical symptoms of disease. Progression is usually triggered by immunocompromisation of the cat through stress, age, reproduction or other diseases.

The final 30-40% of exposed felines develop a progressive infection. Young kittens with incomplete immune systems are at the greatest risk of developing progressive infections when exposed to FELV. In progressive infections, viral genetic material makes its way into the bone marrow (where most of the body’s blood cells are made), and is continuously replicated. These cats are infectious to other cats, and are at a high risk of associated fatal diseases. The FELV virus is best known for its ability to trigger the development of cancers such as leukemia or lymphoma, but more commonly causes moderate to severe suppression of the immune system, resulting in secondary bacterial or viral infections with their own sets of risks and symptoms.

Prognosis

Unfortunately, at the time of this writing, there is no cure for FELV. There is a vaccine, but it is not 100% effective – the only way to fully prevent FELV is to prevent exposure to cats who carry the virus. For this reason, combined with FELV+ cats’ compromised immune systems, these cats should live indoor-only lives, and should not be housed with FELV- cats. While the life expectancy of FELV+ cats is greatly reduced, FELV+ cats can live relatively normal lives for years before experiencing negative effects. These cats deserve dignity and care during the time they have left, and no one wants to see them spend that time here in the shelter. For this reason, there is no adoption fee for FELV+ cats.

FIV

Transmission

FIV is significantly less communicable than FELV. The main mode of transmission is deep bite wounds; non-aggressive, casual contact such as mutual grooming or sharing a litter box presents a low risk for transmission. In homes with stable social structures, an FIV+ cat can live and thrive amongst FIV- cats with a low risk of new infection. Transmission from a mother cat to her kittens is rare, but possible.

Diagnosis

FIV tests are sensitive to antibodies produced by the immune systems of infected cats, so there are a few opportunities for false positive and false negative results. It takes up to 6 months for the body to produce these antibodies after infection – testing performed before these antibodies form will result in false negatives. Conversely, FIV- kittens may have antibodies from their FIV+ mothers and test positive, without actually having the virus. For this reason we generally do not test kittens for FIV until they have reached 6 months of age.

Stages of Infection

FIV infection comes in three distinct stages: acute, latent, and progressive. The acute stage of infection comes 1-3 months after exposure, and presents with symptoms such as enlarged lymph nodes, fever, lethargy and a reduced appetite. After this, cats will enter the latent stage of the disease. During this stage, the virus replicates very slowly, and cats may show no outward signs of illness. Some cats never leave this stage, and never show any outward signs of illness. Those who do enter the progressive stage will experience immunocompromisation, and their bodies will be less effective at fighting off secondary viral and bacterial infections.

Prognosis

FIV positive cats can and often do live full, normal lives. Even those who experience progressive infection can be managed with increased wellness checks and hygiene, a high quality diet and an indoor lifestyle. FIV+ cats can be introduced to FIV- cats provided extra caution is taken to introduce cats slowly and judiciously to prevent the deep bite wounds that carry the highest risk of disease transmission.

Takeaways:

Trailblazers in Animal Advocacy

Many prominent LGBTQ+ figures have made significant strides in the advancement of animal advocacy. Frances Power Cobbe (1822-1904), for example, was a pioneering figure both as an early advocate for animal rights and as a member of the LGBTQ community. Living in a time when both her advocacy and personal life were considered unconventional, Cobbe was a determined activist who co-founded the British Union for the Abolition of Vivisection and passionately campaigned against animal cruelty. Her relationship with Mary Charlotte Lloyd, a sculptor and fellow activist, highlighted her personal commitment to living authentically, despite societal norms of the period. Cobbe’s work and personal life exemplify her dedication to justice, both for animals and in advocating for the visibility and rights of LGBTQ individuals during the Victorian era.

In a more modern context, Dr. Joe Kinnarney, the first openly gay president of the American Veterinary Medical Association (AVMA), has been a trailblazer in the field. A Fresh Start for Felines: How Our Shelter’s TNVR Program Made Room for Hope

"By effectively managing the stray cat population locally, we’ve been able to reduce the number of strays we take in, thus opening up space to help other shelters."

In early May, the Charlottesville Albemarle SPCA was given the opportunity to step up and assist in a critical situation. Best Friends Animal Society contacted us regarding 47 cats rescued from an unfortunate animal hoarding case in Rockingham, North Carolina. Thanks to the robust support from our community and the consistent adoption rates for cats in Charlottesville, we were fully equipped to welcome these felines in need!

Upon their arrival, the path to a new beginning was set for these cats. To date, 24 of them have already found their forever homes. Meanwhile, 16 cats and kittens are currently in a transition phase, either waiting to be old enough for their spay/neuter procedures or recovering from illnesses. The remaining seven are ready and waiting to meet their new families!

This ability to aid in such rescue efforts stems significantly from the success of our TNVR (Trap-Neuter-Vaccinate-Return) program. By effectively managing the stray cat population locally, we’ve been able to reduce the number of strays we take in, thus opening up space to help other shelters. Most of the shelters we partner with are open-intake facilities in rural Virginia areas where adoption rates are notably low and resources are limited. By transferring cats from these environments to our shelter, we give them a real chance at a second life — one that they might not have had.

Our community’s ongoing support and the success of the TNVR program are pivotal in our mission. Together, we are working towards a future where no cat in Virginia is euthanized for lack of space or resources. Every cat that finds a home through our shelter is a testament to what we can achieve when we come together for a common cause. Feral cats face numerous challenges – lack of shelter, exposure to diseases, and frequent conflicts with wildlife and humans are all threats to these vulnerable felines. Uncontrolled feral cat populations in particular struggle greatly with disease and food resources, and can have a negative impact on local ecology and biodiversity as well. Fortunately, there is a humane way to protect and reduce feral cat populations. It’s called TNVR.

What is TNVR?

TNVR stands for Trap, Neuter, Vaccinate, Return. This euthanasia-free strategy for population control involves humanely trapping cats, neutering or spaying them, vaccinating them against diseases, and then returning them to their original locations. This approach helps manage and reduce the feral cat population effectively and compassionately, without euthanizing healthy animals.

Results in the Charlottesville Community

About our program:

Our Trap-Neuter-Return (TNR) program is available for free to residents of Albemarle County, with a small fee for those outside the jurisdiction. The program includes the spay or neuter surgery, FVRCP+C and Rabies vaccinations (for kittens 3 months and older), and post-operative pain medications. Each treated cat is ear-tipped on the left ear to indicate they have been sterilized. We also offer humane trap rentals and support for those managing cat colonies, including assistance from our community cat manager upon request through an inquiry form on our website.

Pet Heat Awareness

As the summer heat intensifies, it’s crucial to remember that our furry friends are much more vulnerable to high temperatures than we are.

Dogs are not as well adapted to heat as humans – they cannot sweat through their skin to regulate their body temperature. Instead, they rely on panting and a small amount of sweat through their paw pads. This makes them particularly susceptible to heat-related illnesses such as heat stroke. Breeds with short noses (brachycephalic breeds like Bulldogs, Boxers and Pugs), older dogs, and those with thick fur coats are especially at risk. But don’t reach for the clippers just yet! Double coated breeds like Huskies and German Shepherds can experience even greater heat risk when their coats are shaved, as their specialized coats insulate them from both heat and cold. So what should you do to keep your pets safe this summer?

Hydration is Key: Always provide plenty of fresh, cool water. Consider adding ice cubes to their water bowls on particularly hot days. You may have heard that ice water increases the risk of stomach torsion or “bloat” in dogs – rest assured there is currently no research supporting this link!
Avoid Midday Walks: Walk your dogs early in the morning or late in the evening when temperatures are cooler. Avoid hot pavement that can burn their paw pads.
Provide Shade: Ensure your pets have access to shaded areas whenever they are outside. A dog house does not provide relief from heat—instead, use shade from trees or canopies.
Never Leave Pets in Cars: Even with the windows cracked, temperatures inside a car can rise rapidly, leading to fatal heat stroke.
Cool Down Treats and Water: Offer your pets frozen treats like ice cubes or pet-safe popsicles. You can make these at home using their favorite treats or even just plain water.
Know the Signs of Heat Stroke: Symptoms include excessive panting, drooling, vomiting, diarrhea, rapid heart rate, and collapse. If you suspect heat stroke, move your pet to a cooler area, offer water, and contact your vet immediately. If your pet is unresponsive, transport them to the nearest emergency veterinarian immediately.

Consider a Cooling Vest: For dogs who are active in the summer months, a cooling vest is a great way to extend the amount of time a dog can spend in hot weather comfortably. These vests can be soaked in water, allowing dogs to get some of the benefits of evaporative cooling that humans get when they sweat.

Heat Safety for Cats

Cats also need protection from the heat. Ensure they have access to cool, shaded areas and plenty of water. For outdoor cats during heat waves or if you experience a lapse in your air conditioning, you can consider providing cooling mats or lightly damp towels for them to lie on.

Virginia’s Laws on Dogs in Hot Cars

In Virginia, it is illegal to leave an animal confined in a vehicle when the outside temperature is so high as to endanger the animal’s health or safety. This law reflects the serious risk posed by leaving pets in hot cars, where temperatures can soar to dangerous levels within minutes. If you see a dog in a hot car, here’s what you should do:

Assess the Situation: Determine if the animal is in immediate danger. Signs of heat distress include excessive panting, drooling, lethargy, and unresponsiveness.

Take Action: If the dog appears to be in distress, call 911 immediately. Provide the dispatcher with the car’s make, model, color, and license plate number.

Stay with the Animal: If possible, stay with the vehicle until help arrives. This ensures that you can provide updates on the animal’s condition and any actions taken

Mental Health Awareness Month: The Benefits of Pets

As we find ourselves in May, Mental Health Awareness Month, it’s an opportune time to explore the significant ways pets can enhance our mental well-being. Pets have long been celebrated for their companionship, but recent data underscores just how impactful they can be on our mental health. According to an American Psychiatric Association Healthy Minds Monthly Poll , conducted in partnership with the American Veterinary Medical Association, the benefits of pets extend far beyond companionship.

The Survey Shows

Pet Ownership Statistics

The survey reveals that 72% of Americans own pets, with dogs (52%) and cats (37%) being the most common. Fish, birds, and other animals make up a smaller percentage. Interestingly, 18% of pet owners have an emotional support animal, underscoring the therapeutic role pets play in mental health.

Companionship and Friendship

According to the poll, nearly two-thirds of pet owners (65%) describe their pets as offering companionship and being a true friend, while 64% appreciate the unconditional love and support their pets provide. This strong emotional bond can help alleviate feelings of loneliness and depression, fostering a sense of belonging and purpose.

Positive Mental Health Impact

An overwhelming 84% of the pet owners surveyed say that their pets have a mostly positive impact on their mental health. This sentiment is consistent with last year’s polling, highlighting the sustained mental health benefits that pets offer. The poll, surveyed 2,200 adults in early February 2024, shows that 88% of pet owners report experiencing positive mental health effects from their pets. A different study published in May of 2024 , shows that walking a dog relaxes people; brushing a dog improves concentration; and playing with a pooch does both. The presence of a pet in the home provides joy, comfort, and a sense of purpose. At the Charlottesville Albemarle SPCA, we witness daily the transformative power of animals as they bring joy and support to individuals and families.

Pet Preferences

The survey also sheds light on pet preferences. About 44% of respondents identify as dog people, 15% as cat people, 30% as both, and 10% as neither. Those with dogs (85%) and cats (86%), as well as owners of emotional support animals (88%), report higher levels of positive mental health impacts compared to owners of other pets.

Is Having a Pet Right for Me?

While the benefits of pet ownership are clear, it’s important to recognize that having a pet is a significant commitment. You’ll need time, money, and energy to care for a pet. A stable home environment with routine and consistency is crucial for a pet’s well-being.

Considerations for Pet Ownership:

Space: How much outdoor space do you have?
Activity Level: How active are you?
Time: How much time can you spend with your pet?
Budget: Can you afford vet bills, insurance, food, and toys? Some charities offer low-cost vet care, but availability is limited and often based on financial need.

If owning a pet isn’t feasible due to financial constraints, housing restrictions, or personal health concerns, there are still ways to enjoy the benefits of animal companionship. Spring Cleaning and the Rummage Donation Drive!

Spring is in full bloom, and it’s the perfect time of year to participate in some Spring Cleaning! This year, don’t forget to include your pets in your seasonal reset. Here are some steps you can take to ensure your furry friends have their best and safest summer yet!

1. Deep Cleaning

Start your spring cleaning with a focus on your pet’s living spaces. This is a perfect time of year to deep clean any crates, bedding, litter boxes or furniture that your pet uses, as well as their collars, leashes, toys and food bowls. Be sure to use pet-safe detergents – baking soda, vinegar, dawn dish soap, as well as pet-safe brands like Nature’s Miracle are all appropriate. Bleach, ammonia and isopropyl alcohol can all be toxic to pets if ingested. Make sure to know what’s appropriate for your pet’s species, as well – aerosol room sprays are safe for cats and dogs, but are not safe to use around pet birds, for example. Essential oils can also be tricky – while some are considered safe for use around pets, essential oils like Ylang Ylang, Eucalyptus, Tea Tree and others can be toxic, and can cause symptoms ranging from GI upset to respiratory issues following exposure. To be safe, check with your veterinarian or the ASPCA’s Animal Poison Control Hotline before using essential oils or cleaning products around animals!

2. Pet-Proofing Your Home and Yard

While you’re cleaning, be proactive about keeping potentially hazardous items secure: wires, chemicals, medication, etc should all be kept in pet-proofed areas. Even pets with no history of indiscriminate eating or chewing can become victims of their own curiosity! If you have indoor plants, enjoy cut flowers, or your pet spends time in your yard with you, keep yourself informed about what plants in your home or landscaping are toxic to pets. Lilies, for instance, are extremely poisonous to cats. All species of true lily can cause kidney damage or failure; ingesting even a small amount of any part of the plant (including grooming pollen off of their fur), can cause kidney injury and even death. 3. Organize and Update Pet Supplies

Go through your pet’s supplies, checking for any wear and tear on collars, leashes, and toys. Dispose of damaged items and replace them if necessary. Tidy up your storage areas, making sure everything your pet needs is easily accessible!

4. Pet Health Check-Up

Spring is an ideal time to schedule a vet visit to ensure your pet is healthy and ready for the warmer months ahead. As we enter the warm season, it’s more important than ever to make sure your pets are protected against fleas, ticks, heartworms, and other parasites. Ask your veterinarian about what preventatives are best for you and your pet, and set up reminders on your phone or calendar to ensure they are consistently protected. Spring is also a great time to give pets a thorough grooming to remove their winter undercoat, check for any skin irritation or lesions that may come with springtime allergies, and start the summer off fresh!

The Rummage Store’s Spring Donation Drive

Once you’ve cleaned out your pet’s space and your home, you’ll likely find items that are no longer needed, and now is a great time to donate! The SPCA Rummage Store is having a Spring Donation Drive this Friday through Sunday, May 17th through 19th, from 12-6pm each day. Donations will be accepted at the Shelter’s campus at 3355 Berkmar Drive, as well as at the Rummage store at 364 Hillsdale Drive. Donors who drop off during these days will receive a raffle ticket for a chance to win a $50 shopping spree at the Rummage store! Understanding Animal Welfare and Community Involvement in Charlottesville

April 30th marks a special occasion in Charlottesville —

In a modest yet meaningful historic moment, the City of Charlottesville has officially declared April 30th to be “Adopt a Shelter Pet Day”. This day is not just a chance to bring a new companion into your home; it’s also an opportunity to reflect on the progress we’ve made in animal welfare, and how each of us can continue to make a difference.

The journey toward today’s animal welfare standards in our state began over a century ago: Virginia’s first laws against animal cruelty were enacted in 1893, setting a precedent for the criminalization of animal abuse. These laws were primarily focused on work and livestock animals, which were integral to daily life and the economy at the time. A mere 31 years later, the Charlottesville-Albemarle SPCA was officially founded, after operating unofficially out of the homes of concerned citizens since the early 1900’s. As societal attitudes have evolved, so too have the protections afforded to our animal companions, and the infrastructure that supports them.

In the mid-20th century, attention began to shift more significantly towards the treatment of pets and not just working animals. The post-war era saw a rise in pet ownership, which in turn increased public interest in their welfare. This period marked the beginning of more comprehensive laws that included provisions for companion animals.

The 1980s and 90s saw a series of tighter regulations emerging, focusing on various aspects of animal welfare. Virginia adopted stricter laws to regulate puppy mills and other breeding facilities, increased penalties for animal cruelty, and improved enforcement mechanisms. The establishment of animal control departments and the integration of animal welfare considerations into local law enforcement agencies helped to ensure that these laws were not merely symbolic, but effectively enforced. In 2015, Virginia established an Animal Law Unit within its Attorney General’s office to assist in prosecuting cases of animal cruelty, neglect and abuse – to this day, it is the only one of its kind in the US.

Advocacy groups played a crucial role during this time, pushing for more stringent laws and better enforcement. Public sentiment, increasingly influenced by media coverage of animal welfare issues and the work of animal rights organizations, supported these legislative changes, leading to stronger animal protection laws. Alongside these legislative changes, local humane welfare organizations received increasing support, allowing for more and more infrastructure to support the outcomes the community wanted to see for its homeless animals.

In 2019, Virginia took a significant leap forward with Tommie’s Law. Prior to its enactment, an animal would have to die as a result of cruelty in order for the perpetrator to be charged with a felony. This law elevated the cruelty itself to a felony offense, regardless of the outcome, thus underscoring the state’s commitment to serious legal repercussions for those harming animals. Tommie’s Law reflects a broader societal acknowledgment that the way we treat animals speaks volumes about our community’s values.

All of these advancements in legislation and infrastructure were achieved through active community involvement; the power of our collective voices cannot be overstated. Today, our commitment to animal welfare is being tested by legislative challenges such as HB 221, which poses a threat to Trap-Neuter-Vaccinate-Return (TNVR) programs. These initiatives are crucial for managing feral cat populations humanely. HB 221, however, could undermine these efforts, affecting not just the cats but the biodiversity of the areas they inhabit.

Engaging in local governance is more than a responsibility; it’s a real agent of change. Here’s how you can get involved:

Educate Yourself and Your Community: Understanding the full implications of laws like HB 221 is crucial. Share this knowledge with your community.
Contact Your State/Local Representatives: Express your concerns and suggestions. Your representatives are there to hear from their constituents.
Participate in Local Meetings: City council meetings and other local government gatherings are where decisions are made. Be present to advocate for what you believe in.
Support Local Animal Welfare Organizations: Whether through volunteering, donating, or adopting, supporting these organizations helps strengthen their voice in advocacy.

Our New Volunteer Program

Happy Volunteer Appreciation Week!

Last year, we had over 19,800 logged volunteer hours – that’s equivalent to about 10 full-time employees! Our volunteers work selflessly and tirelessly to enhance our capabilities as a shelter, and we truly could not do this life-saving work without them. Our volunteer program recently went through an overhaul, with fresh initiatives that aim to better support our animals, and enhance community involvement. I had the pleasure of speaking with our new Volunteer Program Manager, Delaney Jooris, regarding the program:

Can you tell me about the new volunteer program and what goals it aims to achieve? What are the key differences you expect to see as a result of these changes?

The purpose of the new program is to create more diverse opportunities for potential volunteers – there is truly something for everyone to do at the shelter, and we wanted to make sure anyone who wanted to be involved could be, regardless of age, ability, experience or background. We’ve added new roles, and divided up some of our historical volunteer roles into more specific, modular roles. This will give our volunteers more flexibility in the number of roles they’d like to sign up for and the kind of work they’d like to contribute, hopefully making volunteering for the SPCA a more fulfilling experience.

What specific issues or needs prompted the overhaul of the volunteer program?

Under our new executive leadership, the goals of our organization have been revitalized, and we have developed a more focused and strategic approach to our practices. At this time, we’re deeply interested in supporting pet retention through programs that help pet owners in our community, as well as shortening length of stay for our resident animals. This will allow us to do as much life-saving work as possible, and these goals are reflected in the changes made to our program. We have made updates to our staff training and operational policies over the past year to align with best practices in sheltering, and a revamp of our volunteer program was the logical next step in that alignment.

How did feedback from volunteers and staff influence the changes made in the program?

We received a lot of feedback from both volunteers and staff that they often felt like they were playing on different teams. This couldn’t be farther from the truth – we are all working towards the same goals – so we knew something needed to change. Moving forward, staff will be directly involved in volunteer training, and we will be working to foster an environment that better reflects the deeply collective nature of our work.

What are some new roles available for volunteers, and what are their key responsibilities?

A few new roles I’m personally excited about include the Clinic Reception Supportand Animal Transport roles. Our community has a huge need for affordable veterinary services, and having volunteers help out with the administration of some of these public services will allow us to extend their reach. The Animal Transport role will provide invaluable support to our Intake and Rescue team – the transfers we receive from other Virginia animal shelters are very often life-saving, so I think this will be an incredibly fulfilling way for people to get involved.

What kind of training and support do you provide to new volunteers?

Every volunteer will start with a basic orientation, which will include a tour of the shelter, an overview of what CASPCA does and doesn’t do, basic emergency protocols, etc. From there, depending on the task, many opportunities have tiered training levels. For instance, if you’d like to volunteer as a dog walker, you would start by learning our kennel cleaning protocols and go from there. Our aim is to give volunteers the background knowledge they need to be most successful, and so most opportunities will involve several training days. I myself am here on-site and available to provide support and answer questions Tuesday through Saturday – my door and email inbox are always open!

What are some challenges you face in managing volunteers through this change, and how do you address these challenges?

Change is always difficult, and it’s especially difficult when change hasn’t been made in a long time. My goal is to communicate the research and reasoning behind these changes to those who may have concerns, and to foster two-way conversations as we navigate these changes together.

Can you share a story where a volunteer made a significant impact on the shelter or an individual animal?

There are so many, but Jess Goldman comes to mind immediately. She is a junior volunteer who has been working with our cats for several years now. She has so many great ideas – recently she noticed that older cats have a harder time getting adopted, so she took it upon herself to come up with a “care package” program for senior cats, filled with supplies for adopters to take home on adoption day. I’m so happy we were able to work together to make that idea a reality – it just goes to show how much stronger we are as an organization when we actively engage with and leverage the ideas and support of our volunteers.

How will you evaluate the effectiveness of the new program, and what measures are in place for making further adjustments if needed?

Right now the metric I’ll be tracking most closely will be retention of new volunteers. We have a small core group of volunteers who have been here consistently for many years, and we would like to add to and diversify that group to prevent things like burnout. We’ve had a lot of interest in the new volunteer program, and as new volunteers get trained and onboarded, I’m really interested to see our retention rate. We want the volunteer experience to be fulfilling and rewarding – that’s a difficult metric to measure, but I think retention and seeing people continue to come back and volunteer consistently will be a good measure of how successful we’ve been in creating that kind of experience. We’ve developed this program based on sheltering best practices, but every shelter is different, and we’re prepared to make changes and tailor the program over the course of the next year to best suit the unique needs of our shelter and our volunteer community.

World Stray Day

"World Stray Animals Day, celebrated annually on April 4th, is dedicated to increasing awareness of stray animals the world over and the problems they face."

Stray animals, unlike ferals, are domestic animals who are born into the care of human beings before becoming lost or abandoned. Here at the Charlottesville-Albemarle SPCA, we saw 1,680 animals enter our care as strays in 2023 – only 432 of which were redeemed by and returned to their original owners. World Stray Animals Day, celebrated annually on April 4th, is dedicated to increasing awareness of stray animals the world over and the problems they face; this day is purposely positioned 6 months from World Animals Day, celebrated on October 4th.

Prevention

The most important measure any pet-parent can take to protect their animals in the event of them becoming lost is proper identification. A well-fitting collar with a tag or embroidery that displays their owner’s contact information is a dog’s first line of defense against becoming a stray. This allows finders to cut the middleman and immediately contact an animal’s owner if they are found. That said, collars can become lost or damaged, and shouldn’t be relied on as an animal’s only form of identification. Microchipping your pet ensures they will be able to be identified no matter what! Veterinary clinics, animal control officers, and animal shelters are all equipped with microchip scanners, allowing microchipped pets to be quickly identified and pet parents to be reached reliably. This is why all animals at the SPCA are microchipped prior to adoption. Is your pet not microchipped yet? Your pet’s veterinarian can microchip your pet at any age! The SPCA also offers low-cost microchipping clinics on the first Monday of each month.

Door-dashing and slipping out of collars or harnesses are two ways that many dogs frequently become lost. For owners with a defined entryway to their home, we recommend a strategically placed baby gate to help prevent door-dashers from slipping out. For dogs prone to slipping out of their collars or harnesses, we recommend a martingale collar. Designed for security, these collars provide a snug yet comfortable fit, making them difficult to escape from. If you prefer using a harness, consider attaching both the harness and collar to the leash for added safety in case of harness slippage.

Help, My Pet is Lost!

If your dog does become lost, it’s important to act quickly and systematically to increase the chances of a safe return. Start by searching your immediate area, including nearby streets, parks, and neighbors’ yards. Inform neighbors, local businesses, and animal shelters about your missing pet, providing them with a detailed description and a recent photo. Make sure your dog’s microchip information is up-to-date, so that any veterinary clinic or animal shelter that microchip scans your pet will have accurate contact information for you. Create and distribute flyers with your dog’s photo, name, description, and your contact information. Utilize social media platforms, especially Facebook lost-and-found groups, to spread the word. And of course, contact local animal control agencies, veterinary clinics, and animal rescue organizations to inquire about any found pets matching your dog’s description. Remain vigilant and persistent in your search efforts, checking shelters and online databases regularly.

If your cat is lost, you can follow the steps above as well. Additionally, you can set your cat’s litter box outside your front or back door, along with a bowl of water, and perhaps their favorite bed. The scent will help the cat to return to his or her “territory”. You may choose to leave food out during the day, but be sure to not leave any food out after dark – you are likely to attract local wildlife, which may scare your cat off further!

How to Help a Stray Dog

If you’ve found a stray dog, don’t chase them! Many stray dogs are fearful, and chasing them may send them even farther away from their homes. Instead, try to grab a photo of the dog to post on social media, and alert local animal control officers of the sighting. If the dog is very friendly and you are comfortable catching them, the first step would be to take the animal to an animal shelter or veterinary clinic where they can be scanned for a microchip. If no microchip is found, and you feel comfortable and able to hold on to the animal, you may choose to keep them in your home until their owner is found. You can call the SPCA to file a found report, post on social media, and post “found” flyers.

If you are unable to keep the animal in your home, you may bring them to the SPCA where they will wait out their “stray hold”. A stray hold is the period of time that an animal is held for in order to give their owner a chance to redeem them. Until this hold is up, an animal cannot be made available for adoption. For animals with any form of identification or indication of ownership (a microchip or collar with or without tag), this hold is 11 days long. With no ID or indication of ownership, the hold is 6 days. If their owner does not come forward, they will be made available for adoption after receiving appropriate pre-adoption medical care.

How to Help a Stray Cat

If the cat appears healthy and uninjured, and you are not aware of this cat being someone’s missing house pet, it is often best practice to simply leave the cat be. Many cats are outdoor or indoor-outdoor pets, or may be members of local feral cat colonies. Most indoor house-cats that become lost do not stray far from their original home, and many return home of their own volition. If the cat is sick, injured, or appears overtly lost and fearful, then transport to the SPCA for care may be warranted.

Giving Strays a Fresh Start

Through practical prevention and action, we can prevent animals from becoming strays and reduce the stray population in our community. But no animal should be a stray forever! If not redeemed, animals that come in as strays become available for adoption. These animals make fantastic companions, regardless of their backgrounds – through adoption, we can turn “strays” into “here-to-stays”!

As all CASPCA employees know, when the weather warms up, kitten season is on the horizon! The typical season runs from April to October, and usually hits its peak during the warmest months. It brings us joy to help kittens grow into happy, healthy pets, and we can’t do any of it without the help of our community. If you find a kitten, don’t freak out!

On your morning walk and spot a kitten? Or maybe five? Don’t panic! If they are unattended by a mother, wait from afar to see if a mother returns. Mothers may leave their kittens for a few minutes to multiple hours to find food or a safe place to rest. Assess if they are healthy and look well-cared for. Remember: removing kittens from their current environment may not always be the right answer. Just like in humans, a mother’s love is everything! At the nursing age, kittens gain important nutrients and immunity from their mother’s milk. Mother’s provide physical protection to their kittens as well. No one can care for kittens like mom can, not even the most diligent of humans.If kittens are separated from mom, this can lead to challenges in their development. Fostering helps us place kittens into temporary homes prior to adoption, so that they can grow and receive necessary medical treatment before their spay/neuter surgeries. Rethinking Adoption Returns

"If adoption returns are inevitable, why not think of them as neutral, or even positive?"

After busy adoption seasons or events, many people will ask where all the cats have gone, or exclaim that we used to have so many dogs. With a big smile, I’ll explain that all these animals have found homes. Their response, however, is often very different from what I expect. From seasoned staff and volunteers to folks visiting the shelter for the very first time, many people respond with a variation of the same idea:

“Ugh. I bet a lot of them will be returned.”

There’s no doubt that returns are disappointing for everyone involved. Believing that an animal has gone to a forever home, only to see them return to a kennel again brings up lots of strong emotions. These emotional situations also have the potential to produce conflict – between adopters, volunteers, and staff.

Returns often cannot be avoided. Think of it like dating, first date is amazing, second date you learn more and by the third date you know it’s just not right. Doesn’t make either of you a bad person or wrong, it’s just not a good fit. Adopters may find their new cat is terrified of their resident dog, even when they’ve followed recommended acclimation strategies. The most experienced adoptions counselors will see pets returned because the animal has developed a behavior that isn’t conducive to their home environment. There are many unknowns that can cause a pet to be returned. Ultimately, sometimes things just don’t work out.

So, if adoption returns are inevitable, why not think of them as neutral, or even positive? When an animal is returned to the shelter, we all gain valuable information. Staff and volunteers learn more about the animal and the adopter, allowing for a more successful match in the future. The adopter also learns more about their own needs and will be more selective when choosing their next pet.

Putting a positive spin on returns also strengthens the relationship between staff, volunteers, and the community. Adopters already feel disappointed when facing the decision to return an animal. When we offer empathy rather than blame, everyone feels relieved and ready to move forward.

So, let’s view adoption returns as “fosters,” rather than failures… The pet gets a shelter break, we gain knowledge, and we’re set up to make even better matches in the future. With this new mindset, returns aren’t so bad after all.

Amidst the ongoing legislative session, a surge of proposals offers hope for animal welfare. Yet one bill, HB 221, elicits more concern than optimism. This legislation grants the Board of Agriculture and Consumer Service (VDACs) the power to impose regulations on community cat management, behind closed doors, with no input from TNVR advocates who understand the
benefits of this program.

While HB 221 seems innocuous at first glance, a peek at the coalition behind the bill reveals their true intentions. The current debate on HB 221 exposes a symphony of ambiguous language and unnecessary regulation. I encourage all to hear the counter-narrative from the leading experts in Community Cat Management. Trap-Neuter-Vaccinate-Return (TNVR) initiatives are the most effective and humane ways to address the community cat population. Community Cat caregivers are individuals dedicated to reducing the free-roaming cat population through humane and compassionate means. They self-fund their efforts, collaborating with non-profits and municipalities alike to bring this proven solution to their communities. These programs are effective, protect public health and are fiscally responsible. Experts foresee detrimental repercussions of additional regulations on an already strained system. TNVR initiatives will suffer and likely be replaced by expensive, inhumane and ineffective trap-and-kill methods, putting shelters in an untenable position to euthanize healthy animals. When cats are removed from the environment, the remaining cats reproduce at a rate that quickly replaces those that were removed. No community has ever euthanized their way to eliminating the community cat population.

Our appeal is straightforward:

1. Increase state funding for high volume spay/neuter programs, the linchpin for TNVR success.

2. Address the veterinary shortage creatively—offer state tuition reimbursement to entice
veterinarians to serve in Virginia Spay/Neuter Clinics or expand Veterinary Technician Licensure
to include simple surgeries, like cat neuters.

We urge supporters to email or call their legislators, saying NO to HB 221. To find your delegate,

addressing free-roaming cats lies in supporting TNVR initiatives. By expanding licensure and
boosting funding, legislators empower those at the forefront, ensuring a humane solution to this
complex issue. Reject HB 221 now.
